MENDOTA HEIGHTS SEEKS

TO FILL PARKS AND

RECREATION COMMISSION

VACANCY

The Mendota Heights City Council

is seeking applicants to fill one

vacancy on the Parks and Recreation

Commission. The term will start in

October 2017 and expires January

31, 2019.

The Parks and Recreation

Commission advises the City Council

on matters pertaining to city parks and

recreational programs, establishes

rules and regulations for the use,

management and operation of the

parks and recreational facilities, and

prepares plans for the acquisition,

development and improvement of

the parks and recreational facilities.

Tuesday of every month beginning at

DESCRIPTION OF

PROPOSED SCHOOL

CONSTRUCTION PROJECT

Inver Grove Heights School District

#199 is proposing a two question

referendum on November 7, 2017.

The first ballot question would

authorize the revocation of an

existing $562.13 per pupil operating

referendum and replace it with a

new authorization of $819 per pupil

for a ten year perod. The second

question would authorize a 10-year

capital projects levy of $638,000

beginning with the Payable 2018

levy. The annual levy amount in

the nine subsequent years would

be computed by multiplying 2.17%

times the preceding year’s Net

Tax Capacity (NTC) and would be

authorized for annual certification by

the school board. The estimated total

cost of the projects to be funded over

the ten year period is $6,380,000.

Proposed projects include:

• textbooks and materials

• learning equipment and furniture

• technology tools (equipment,

software, salaries)

• musical instruments

The school board is aware that

capital projects levy proceeds are

only authorized to fund the capital

projects proposed in the review and

comment submission and eligible

under M.S. § 126C.10, subd. 14. The

school board believes the proposed

projects are in the best interest of the

district.

STATEMENT

Based upon the department’s

analysis of the school district’s

required documentation and other

pertinent information from sources

of the Minnesota Department of

Education, the Commissioner of

Education provides a positive review

The City of West St. Paul will

hold a public hearing at the City

Council meeting on September 25,

2017 at 6:30 p.m. to consider:

AN ORDINANCE AMENDING

SECTION 2.06 OF THE WEST

ST. PAUL CITY CHARTER

REGARDING THE MAYOR

The City Council of West St. Paul

does ordain:

SECTION 1. West St. Paul City

Charter Section 2.06 relating to The

Mayor is hereby amended as follows:

Sec. 2.06. The Mayor. The Mayor

shall be the presiding officer of the

Council, except that the Council

shall choose from its members a

president pro-tem who shall hold

office at the pleasure of the Council

and shall serve as president in the

Mayor’s absence and as the Mayor

in the case of the Mayor’s disability

or absence from the City.

Subd. 1. The Mayor shall not

have a vote as a member of the

Council except in the following

circumstances:

a.The case of a tie vote,

b.The hiring or removal of the City

Manager,

c.The appointment of a person to fill

a Council vacancy,

d.The sale of a public utility,

e.An amendment to the Charter, or

f. Otherwise as required by state

law.

Subd. 2. The Mayor shall have

veto power over all ordinances,

resolutions and motions of the

Council. All ordinances and

resolutions, shall, before they take

effect, be presented to the Mayor,

and if he or she approves thereof

he or she shall sign the same. If the

Mayor does not sign he or she shall

return the ordinance or resolution

to the City Clerk toThe Mayor

shall have five (5) days (excluding

Sundays) to exercise the veto power

or it shall have the same effect as

if approved. If the Mayor exercises

the veto power, the matter shall

be presented to the Council at

their next meetingregular meeting

thereafter. Upon the exercise of the

veto power by the Mayor, the matter

may be reconsidered, and if after

such reconsideration the Council

passes the matter by a vote of at

least five (5) of the members-elect,

it shall have the same effect as if

approved by the Mayor; and in such

case the votes shall be a roll call

vote, which shall be entered by the

City Clerk into the record.

The Mayor shall not have veto

power on matters on which he or she

has the right to vote. The Mayor may

strike and eliminate any line item

amount in the city budget or reduce

the sum appropriated therefore within

five (5) days after Council passage

of the budget. Such elimination or

reduction of any line item amount

shall constitute a veto of the line

item and may be reconsidered as

provided for in the case of a veto.

Upon the return of any ordinances

or resolutions by the Mayor without

his or her signature the vote by

which the same was passed may

be reconsidered, and if after such

reconsideration the Council shall

pass the same by a vote of five of

the members-elect, it shall have the

same effect as if approved by the

Mayor; and in such case the votes

shall be ayes and nays, and shall

be entered by the City Clerk on the

record.

If any ordinance or resolution shall

not be returned by the Mayor within

five (5) days (Sundays excepted)

after it shall have been presented to

him or her, the same shall have the

same effect as if approved.

Subd. 3. The Mayor shall exercise

all other powers and perform all

duties conferred and imposed

upon the office by this Charter, the

ordinances of the City, and the laws

of the State. The Mayor shall be

recognized as the official head of the

City for all ceremonial purposes, by

the courts for the purpose of serving

civil process, and by the governor for

the purposes of martial law.

Subd. 4. The Mayor shall study the

operations of the city government

and shall report to the Council

any neglect, dereliction of duty, or

waste on the part of any officer or

department of the City. In time of

public danger or emergency the

Mayor may, with the consent of the

Council, take command of the police,

maintain order and enforce the law.

SECTION 2. SUMMARY
