CITY OF MAPLEWOOD NOW ACCEPTING APPLICATIONS FOR 2018 CHARITABLE GAMBLING FUNDS 

The City of Maplewood is now accepting applications for the use of the 2018 proceeds of the City’s 10% Charitable Gambling Tax. The application deadline is September 15, 2017. 

In order to qualify, an organization must be a non-profit corporation with an IRS 501(c) (3) designation serving the citizens of Maplewood. The first priority will be given to funding City of Maplewood organizations and second priority to organizations from outside the city proposing to meet the needs of Maplewood residents. As a general rule, requests from organized athletic groups are not funded. 

The City Council awarded a total of $30,000 in Charitable Gambling Tax Funds for 2017. NOTICE OF INTENT TO TERMINATE THE STATE ENVIRONMENTAL IMPACT STATEMENT PROCESS 

Project Title: METRO Gold Line, Ramsey and Washington Counties, MN 

Project Description: The proposed action, the METRO Gold Line bus rapid transit, would be located in the Minneapolis/St. Paul region, connecting downtown Saint Paul and its east side neighborhoods to the cities of Maplewood, Landfall, Oakdale, and Woodbury. 

Summary of Project Definition Change Leading to Termination of the EIS Process: The March 3, 2014 Minnesota EQB Monitor included the notification of the Gateway Corridor Scoping Booklet. The Federal Transit Administration (FTA), the Metropolitan Council, and Washington County Regional Railroad Authority (WCRRA) serving on behalf of the Gateway Corridor Commission (GCC) initiated the environmental review process for the project. The Federal Transit Administration (FTA) is designated as the lead federal agency for this project and is undertaking environmental review in compliance with the National Environmental Policy Act (NEPA). Based on the project definition at the start of Scoping in 2013 the FTA, Metropolitan Council, and WCRRA determined that the Gateway Corridor may have significant impacts. To satisfy both federal and state requirements, an EIS was determined the appropriate level of environmental review. Under the state process, the proposed action was not at a mandatory EIS level, and hence is a discretionary EIS. The October 27, 2014 Minnesota EQB Monitor publication included the Scoping Decision and EIS Preparation Notice for the Gateway Corridor. 

Following publication of the Scoping Decision Document in 2014, the Gateway Corridor Commission (GCC) and it advisory bodies recommended dismissal of the defined Build alternatives in the Scoping Decision Document based on additional technical analysis, lack of required local support, and ability for the alternatives to effectively meet the project’s purpose and need. Additionally, a new alternative, as seen in Attachment 1, was selected by the GCC and its advisory bodies as the locally preferred alternative (LPA) and the only Build alternative to advance for further environmental evaluation. 

Based on the revised project definition and alternative to be evaluated, WCRRA and the Metropolitan Council believe that the reasons for ordering a state EIS no longer apply. A discretionary state Environmental Assessment Worksheet (EAW) will be prepared for the Gateway Corridor project. The FTA, serving as the lead federal agency has rescinded the notice of intent to prepare an EIS under NEPA (Federal Register, March 15, 2017). An Environmental Assessment (EA) will now be prepared for the Gateway Corridor project.

NOTICE OF PUBLIC HEARING

WASHINGTON COUNTY

BOARD OF COMMISSIONERS 

Notice is hereby given by the Washington County Board of Commissioners that a public hearing will be held on September 12, 2017, at 9:00 a.m., or as soon thereafter as possible, in County Board room, 5th floor, Washington County Government Center, 14949 62nd Street, Stillwater, MN, with regard to amendments to the Washington County Solid Waste Ordinance (Ordinance No. 114) for waste designation in order to afford the public an opportunity to comment on the ordinance amendments. 

Washington County works with Ramsey County on certain waste management programs as part of the Ramsey/Washington Recycling & Energy Board (“R&E Board”), which owns and operates the Recycling & Energy Center (“R&E Center”). On November 28, 2016, the Commissioner of the Minnesota Pollution Control Agency approved the Ramsey and Washington Counties Joint Waste Designation Plan prepared by the R&E Board as being consistent with state statutes and state goals for waste management. A public hearing on the implementation of designation was held on January 24, 2017. This hearing is on the ordinance amendments for waste designation. 

The R&E Board has offered waste delivery agreements with waste haulers for the delivery of acceptable mixed municipal solid waste (“Acceptable Waste”) to the R&E Center. Acceptable Waste delivered pursuant to a waste delivery agreement will be exempt from the waste designation ordinance. Haulers under contract will be able to deliver waste to transfer stations that are under contract to the R&E Board, and will be eligible for tipping fee rebates. 

The R&E Board anticipates that waste designation, along with anticipated improvements to the R&E Center, will yield an increase in the amount of Ramsey County and Washington County solid waste processed and recycled, while also reducing the amount of solid waste sent to landfills even as waste generation increases over time. 

The waste designation ordinance amendment will regulate the delivery of solid waste generated within Washington County, Minnesota in the following manner: 

I. Waste designation will apply to the entire geographic area of Washington County.

III. The point of delivery for solid waste subject to the designation ordinance will be the R&E Center, which is located at 100 Red Rock Road, Newport, MN 55055. All generators and haulers subject to designation (and not party to a waste delivery agreement with the R&E Board) will be required by ordinance to deliver, or cause to be delivered, all Acceptable Waste generated in Washington County to the R&E Center.

V. The R&E Board plans to continue processing of solid waste at the R&E Center, which has been processing solid waste into recyclables and refuse-derived fuel for nearly 30 years. There, certain recyclable materials will continue be removed from the incoming waste, and the remainder will be processed into refuse derived fuel that will be sent to facilities for energy recovery. A small portion of waste, in the form of process residue or bypass reject material, will be sent to landfills.

VII. Waste designation will apply to the portion of mixed municipal solid waste generated in Washington County that is acceptable for processing at the R&E Center. Acceptable Waste is further defined in the ordinance amendment but shall not include the following:

A. Unacceptable Waste, which are wastes that cannot be accepted at the R&E Center; 

IX. 

A. Materials that are separated from solid waste and recovered for reuse in their original form or for use in manufacturing processes (this does not include the treatment of waste after collection for the purpose of composting); 

X. 

A. Materials that are processed at a resource recovery facility at the capacity in operation at the time that the Joint Waste Designation Plan was approved; 

XI. 

A. Materials that are separated at a permitted transfer station located within Washington County for the purposes of recycling the materials if: (a) the transfer station was in operation on January 1, 1991; or (b) the materials were not being separated for recycling at the R&E Center at the time the transfer station began separation of the materials; 

XII. 

A. Recyclable materials that are being recycled and residuals from the recycling if there is at least an 85 percent volume reduction in the solid waste processed at the recycling facility and the residuals are managed as a separate waste stream; and 

XIII. 

A. Waste otherwise subject to designation, but that is delivered to the R&E Center, pursuant to a waste delivery agreement between licensed commercial waste haulers or authorized self-haulers and the R&E Board. 

XIV. 

XV. Acceptable mixed municipal solid waste is estimated by Washington County in 2018 to be approximately 122,000 tons.

XVII. The R&E Center operates as an enterprise fund, with revenue collected from tipping fees covering facility expenses. Fees charged for waste delivery to the R&E Center will be at the amounts adopted by the R&E Board, as amended from time to time, with adequate notice of rate changes provided to haulers and the public. The Joint Waste Designation Plan provides estimates for operating expenses. The 2018 rate for Acceptable Waste delivered pursuant to the designation ordinance has been established at $77.00 per ton, and for 2019 at $79.00 per ton. The R&E Board has adopted a policy that haulers that enter into a waste delivery agreement will be able to receive a rebate of at $12 per ton in 2018, and $10 per ton for 2019, for waste generated and collected in Ramsey and/or Washington Counties. Haulers that do not enter into a waste delivery agreement will not be eligible to receive a rebate.
