TCAAP master plan approved by Arden Hills council amid lengthy debate

Land once used to manufacture ammunition during World War II and the Korean and Vietnam wars is one step closer to serving a new purpose in Arden Hills. 

The master plan for the development of the 427-acre Twin Cities Army Ammunition Plant site, also known as Rice Creek Commons, has recieved approval from the Arden Hills City Council on a 4-1 vote, despite requests from concerned residents and others who thought some tweaks to the plan were needed.

Among those concerned was council member-elect Steve Scott. Scott, who is a project manager for the U.S. Department of Veterans Affairs, asked the council to postpone final approval until officals iron out all the details, and said at the Dec. 12 meeting, “in my professional opinion, they have not.”

Years in the making and with years of construction ahead, the completed project will feature an urban, mixed-use town center that will be surrounded by a couple of single-family neighborhoods tethered to each other by parks and trails. The development is in the northwest of Arden Hills, running parallel with Interstate 35W north of Highway 96. 

The week prior to the council’s decision, the city’s Planning Commission recommended a last-minute change to plans regarding the town center, raising the maximum height of buildings from 6 to 10 stories, something Minneapolis-based Alatus LLC, the primary developer of Rice Creek Commons, pressed for. 

Several steps still lay ahead — Ramsey County, which owns the land, still has yet to approve the plans.
